This page details and/or previews updates to PayPal users of changes to the Germany PayPal User Agreement or other online agreements, policies, or statements that require notice. You can also review Past Policy Updates notices. Note that additional changes could be made to previewed agreements on or before the effective dates listed, provided the applicable notice requirements are met.
Upcoming Changes
We’re making changes to certain agreements (listed below) that govern your relationship with PayPal. These changes will take place automatically on the corresponding effective date(s) shown below.
Actions Needed
Please carefully review the notices below and familiarise yourself with the upcoming changes. By continuing to use our services after the changes take effect, you agree to be bound by those changes. Otherwise, no further action is needed from you to accept such changes. However, if you would prefer to decline them, then you will need to close your PayPal account prior to the applicable effective date, as described in the User Agreement.

Issued: 15 April 2025
Amendments to the PayPal User Agreement
Effective 17 July 2025:
- We are introducing clarifications favorable to consumers regarding PayPal’s decisions and transaction eligibility for Buyer Protection in the PayPal User Agreement including the PayPal Buyer Protection Program.
- As of 15 April 2025, PayPal will apply these amended terms to all, new and existing, users, as these changes are more beneficial, and will not rely on the corresponding provisions in the current User Agreement (last updated on 11 December 2024) and Buyer Protection Program (last updated on 28 January 2022). For existing users, the amended terms will formally become part of their contractual relationship starting on the effective date mentioned above, but PayPal will apply these amended terms in favor of existing users from 15 April 2025.

Amendments to the PayPal Merchant Fees page
Effective 17 July 2025:
- We are updating the standard fee for receiving transactions using Zettle by PayPal.
- The new standard transaction fee for receiving payments with Zettle by PayPal will be 1.39%.
- We are introducing Payment Links as a new way for merchants to accept payments. Standard transaction fees apply when accepting payments via Payment Links. No action is required to start using Payment Links. Once available, you’ll see the option in your Zettle app.

Amendments to PayPal's Seller Protections Program
Effective 17 July 2025:
- We are revising the ‘Basic Requirements’ for PayPal’s Seller Protection program to include integration requirements for sellers who have integrated a PayPal Checkout product with their website.

Introduction of Rewards Program Agreement
Effective 7 May 2025:
- We are introducing a new Rewards Program for consumers. The Rewards Program is a service offered by PayPal to consumers to earn points on eligible transactions. The Rewards Program Agreement will only apply to consumers if they choose to participate in the Rewards Program and agree to these terms before using this new service.

Pay In-Store with PayPal
Effective 7 May 2025:
- PayPal has introduced new functionality to give consumers the ability to pay in-store with PayPal.
- Consumers may request a digital PayPal Consumer Debit Mastercard as well as a physical PayPal Consumer Debit Mastercard funded by your PayPal balance with your linked bank as a backup funding source.
- Customers of these services are required to separately agree to the relevant terms and conditions when they apply to use each service.

Amendments to the PayPal Business Debit Mastercard® Cardholder Agreement
Effective 8 May 2025:
- We are updating this agreement for when the PayPal Business Debit Mastercard may be used for in-store payments, once PayPal makes this functionality available.
